The Colombian has given hints of his potential as a F1 driver, but has not delivered. He had numerous pole positions in 2002, but failed to win a race.
Head said even if Williams could match Ferrari this season, he did not think Montoya would challenge Schumacher.
The Williams team has said it will launch its 2003 contender, the FW25, on January 31 in Barcelona.
“Juan has enormous talent but I think he has quite a way to go to be at a level where he could win a championship,” he said.
Williams will be the fifth team to launch its car. Toyota will show its car on January 8, BAR on January 14, Renault on January 20 and 23, and Jaguar on January 21. Sauber Petronas will launch the C22 on February 9.
